Timing wasn't useless in 2004, but there was no way to gameplan for it.

If I remember it was the defense making a mistake or something like that. The way I figured it worked in the engine was the QB got a bonus if the defender failed his roll.
EDIT: It explains it in the file that explains what all the ratings are. Same place where we learned that Getting Downfield controlled YAC.
The only reason why I thought Jerome Mueller played well early on was that he had a high timing as a rookie, and he played well beyond his years that season. The only other rating going for him was his medium pass skill.

Timing is the ability of a quarterback to hit a receiver in stride, to maximize the receiver's ability to gain yards after the catch. So, gameplanning for short pass is a way of taking advantage of a QB's good timing ability. yes, bad timing doesn't mean a quarterback will be uneffective. But, i think in FOF2004, the game was pretty forgiving to QBs.
