Yes, but they'll make adjustments when they actually "join" your team. You should definitely notice this when you trade for players. Booker dropped a few points when he came to my team. I think it has to do with your scout rating him on another team based just on what he sees, but actually getting a better feel for him while he's on your own team and watching him much more. I have had the same scout every year. This is data for each one of my IFL draft picks:
1 is their potential rating during the draft
2 is their potential rating after the draft when they are on my roster
3 is their potential rating after the draft in the player's second year
4 is their potential rating after the draft in the player's third year
General trends:
- if a player loses pts at (2), they tend to lose more pts every year
- if a player gains pts at (2), they tend to gain more pts every year
- if a player remains the same at (2), they tend to gain pts, but not as much as if they had gained pts at (2)
These rules are not absolute, but just trends. The yellow line at the top is an interesting case: he went from 60/80 to 60/60 to 69/69 in the course of a season. Most data for the losers only lasts a season or two, because they were cut. One exception is the pink line that starts at 70, I've kept him and he continues to trend down. Those that trend down also gain current pts at a slower rate, probably because they don't have as far to go to reach their full potential.Los Angeles Matadors AC West Champs: 2037

Interesting stuff...
It could be possible the scout looks at him at the combine as a 65 for example, then when he comes to your roster realizes he's really a little worse than you thought, which leads to the downward trend.

Does your kicker only attempt mostly 20-45 yard FGs? What happens when you're stopped at the 35 yard line? Do you usually punt or go for a FG attempt?
I was playing single player and tried drafting stud kickers and I always seem to get the better deal with the undrafted guys who show consistency. The higher rated ones were all over the board from season to season, for the most part.

In your case (at least going by last season), your misses came from a 57 yard attempt to end a half which fell short of the crossbar, and a 45 yard attempt to end a half.. So only once last season did he attempt a FG longer than 45 yards.
