Well the 1st one did back in 97, so 17 years later I am sure. Howard and I started USFL back in the late 90's in a Multi player league.

The last one you could do a 8 team League(2-4 team conferences), 12 team League(2-6 team conferences), 16 team League (2 conferences with 2-4 team divisions) 18 team league (each conference had a 4 team and 5 team division) Then I think 28 and perhaps 30. I know there was a front page sports 96 or 97.
