Imperial League Rules & Information
------------------------------------------
I. Rosters & Finances
A. Teams are allowed to sign players on game days at their own risk.
B. Teams are allowed a maximum of 70 players on their rosters during the offseason. This must be cut down to 60 players by the first week of the preseason, at which time the 'in-game' roster limits of 60 players in the preseason and 53 players in the regular season, take over. Any team over 60 when exports are put in for the week one preseason games will have plays cut for them by the person running the stage.
C. Position changes are allowed for players of ANY skill level or age. These must be reasonable moves (i.e. MLB to OLB, T to G) based upon the players height and weight, and the effect it will have on his ratings. Multiple moves for one player is looked down upon, as this could harm a players ratings. Multiple moves could result in punishment.
D. Tanking of games is forbidden, and can result in the lose of your team and membership in the league. Tanking consists of sitting large numbers of normal starters, usually with the main goal being getting a higher draft position. Teams near the end of the season wishing to 'rest' starters for the playoffs may do so. Teams out of the playoff races near the end of a season wishing to sit starters to avoid injury are asked NOT to do this. It is unrealistic and is looked at as tanking by some, no matter if that is your goal or not. If you are that worried about it, then reduce their playing time and cross your fingers. Players who have normally started, but then are sat for a young player in need of experience is acceptable in limited numbers, as long as the younger player has good potential.
E. Trades will be monitored for a certian level of fairness to both teams. Reason's for trade rejection will include extremely unbalanced trades strongly favoring one team over the other and possible cap penalties that could be leveled on one or both teams if the trade was to go through. Trades are judged fair by the Commissioner, with input from the Conference Presidents if needed. If we are unable to come to a conclusive decision, then the trade can be put up for open debate of the owners.
F. Owners/GMs are responsible for their team's salary cap, if it is deemed that an Owner/GM is damaging his team long term by taking multiple, long term cap hits, then that owner may be removed. This owner will have a chance to explain his actions/strategies and the removal of the owner would be put up for debate among the owners. I have seen teams get as deep as $30 million in the hole and still be competetive, and with a plan laid out to improve, but situations like these will be monitored and questioned.
G. Player contracts must be negotiated in a fair and realistic manner. This means no contracts may be signed that are extremely backloaded or use the minimum salary bug. With the recent updates these hopefully no longer are a problem, but this also covers any, still unknown exploitations. Penalties will include reworking of the players contracts, loss of players, or removal of that owner from the league. If you come across any new way of 'cheating the system' please inform the rest of the league, and pass the info onto Solecismic Software.
H. If you are NOT in the playoffs, you will NOT be able to sign free agents. Once you are knocked out of the playoffs, you are no longer allowed to sign free agents.
Reason- You have no need for them, and it prevents someone unrealisticly signing 5-10 or more FA's who they would then hold rights over when they are become restricted FA's when the new season begins. And it is kind of unrealistic.
Do to concerns of an advantage being given to playoff teams, the following will be added to this rule for fairness.
1. Playoff teams will NOT be allowed to sign players who were cut by non-playoff teams after week 17 was concluded.
2. Playoff teams will only be able to sign players when they are needed, or in other words, to replace an injured player.
II. League Office
A. The Imperial League is run by the Commissioner (Cringer) with help from two volunteer Conference Presidents. These Presidents are asked to assume this role by the Commissioner, and may serve in this position until any time they feel they no longer want to. The Presidents are asked to help out in any way they can, although at all times there will need to be atleast one who is capable of running sims and posting the files if needed. Our current Presidents are, 'Suicane' for the AFC and 'VitoStallion' for the NFC.
B. When anytime there is a need, the League Office will step in and make decisions for an absent/missing owner, or a team without an owner. This is possible in the annual rookie draft when picks are missed, an owner wishes to take an extended leave but wishes to return to his team at some point, or a team is without an owner and is in need of management decisions regarding franchise tags, RFA's, draft picks, or in other areas in which the AI is sometimes questionable. This will be done with atleast two of the three members of the League Office. Other individual owners may be invited in on these decisions if wanted/needed by the League Office.
B. Opinions, suggestions, and ideas from ANY owner in the league are welcome. Also, any help volunteered by an owner in any area, whether it be helping run the draft or writing for the sports page or in some other way, is greatly appreciated.
C. The Commissioner may at some point start taking donations for a league fund. This will help pay for web hosting, domain name registration, and any other expenses. Donations from an owner does NOT give that owner any special privledges. All decisions about web hosts or other expenses will be made by the Commissioner, and done in his name. Donations will not be repayed to an owner because he drops out of the league, or violates any of the rules that could lead to him being kicked out of the league.
III. Simulations and Schedules
A. During the regular season, your 'gameday export' is due by 1000 (10:00 A.M.) central time, on Sundays. Games will be run as soon as possible after that time.
B. During the regular season, your 'mid-week free agent export' is due by 1300 (1:00 P.M.) central time, on Mondays. The FA stage will be run as soon as possible after that time.
C. As has been discussed, we will do '2 game weekends' twice a season, in order to speed things up. This will be a Saturday game followed by a mid-week FA stage on Sunday, then the second week's games run on Monday, with the follow up FA stage on Tuesday. These will be announced atleast two weeks before they are done to allow owners to prepare. We will not do either of these prior to week 6, in order to give all owners as much time as possible before the trade deadline at week 5.
D. The offseason schedule will be made up as early as possible, to allow owners time to prepare for the speed of that part of the game.
E. Times and dates can, and at some point usually do get changed. Please try to follow along on the message board, as I may not send out an email for everything. It is your responsibility to keep up to date with league news.
F. When the games are run by the Commissioner, the new files will always be on the Files page of the website. This has been set up so the same should remain true when someone else (sovstar) is updating the files, but please always check the League Office in the message board to make sure of this.
G. The mid-week FA stages are not manditory, game day exports however are mandatory. Please let someone know before, when possible, that you will miss a game day export. If you are not able to before, then please contact the Commissioner as soon as you can after the sim has been run to let it be known you are still alive and kicking.
H. Multiple game day exports missed, with out any kind of communication to the owner, can lead to removal from the league of that owner.
IV. General Information
A. Team's nicknames and logos may be changed in the offseason only. There will be a window each offseason in which this is allowed, and will not be allowed the entire offseason. Nicknames and logos are subject to approval by the Commissioner.
B. Rules for missed draft picks - Mods will use the list in the draft utility if the owner missing his pick has one. The player at the top of the list will be picked for that owner, just as the utility would do if it were turned on. If there is no list set up, your pick is made for you based on what THE GAME says are your top three needs. The highest rated player from those three positions is then taken for you.
