Other constitution/rule stuff

I intend to tighten up our constitution before we really get going into next year's offseason. This means getting rid of anything that is outdated, adding more specific penalties, etc. As long as I'm doing that I'd like to talk about adding some other rules.

-One is forbidding the use of the franchise tag on a player who was previously signed to a one-year deal in free agency the preceding season.

-I'd also like to consider doing something in regards to the length of contracts that are handed out to some free agents. Basically, I'd like to see players and their agents sticking to their demands, perhaps with a little leeway. For example, Joe Schmoe asks for a 4-year deal. You can't give him less than a 3-year deal (years asked minus one). We could limit such a thing to a player with less than 10 years (or some other number) experience (a number the RNFL uses).

-Lastly, I wouldn't mind adding a rule that would disallow trading a newly-signed unrestricted free agent until after cut day.

During the first stage of Staff Hiring, all staff (Head Coaches, Offensive and Defensive Coordinators, and Scouts) who were under contract the previous season may only receive contract offers from their most recent employer. Coordinators provide the only exception to this rule: they may receive a Head Coaching offer from any team during this stage. Violation of this rule will result in the offending owner's export being disregarded for the Stage 1 Staff Hiring sim.

Oh, this one needs to go in as it has pretty much been implied:

When making a contract offer you may not double or exceed double a player's salary from one year to the next, except from the first year of the contract to the second. Note: bonus money is not included as part of the salary

This rule along with a rule that prohibits renegotiations could have an awesome affect on how much talent goes into free agency each year. It would be interesting to see.

I like the proposed changes so far, but shouldn't we explore the consequences of the contract lengths and coach signings. Wouldn't coaches sign in the first signing period, no matter what, if only their former team has offered them?

We should explore the consequences of anything I propose.

I don't believe coaches will automatically sign in the first stage if only one offer is made. There should be the possibility of them sitting on an offer if they aren't overwhelmed by it.

That said, such a rule would make it pretty easy for a team to hold onto a coach for as long as they want. That would certainly be the intent. It's weighing the current system, where the richest teams get whoever they want, against a system that would cut down on poaching. Right now I'm not even sure which I like best.

We'd also need to figure out if we wanted scouts to be included in the rule (think I'd prefer scouts to be a free-for-all).

How about if you're allowed to "protect" only one staff member/scout for the first round each offseason?

In most cases in the NFL, if a team wants to keep his head coach, they keep him. How often do you see a coach reject any attempts at renegotiations and then enter "coaching" free agency and take the biggest offer. It doesn't happen. Many thought Bill Cowher was going to do that, but he's stayed away for two years, and very well could stay away for more.

I think a team should get exclusive rights to his head coach for at least the first stage of staff hiring and coordinators can only leave if they are getting a promotion. Scouts, as Jeff said, should be a free for all.
