There should be. I don't have an option whatsoever. No idea if there should be some now or maybe at another stage. Maybe SkyDog can make himself useful and let us know.

They only show up in the draft class. Veterans don't get the Red Flag in the conversion. I don't look at every player in every draft class, so I can't say for certain, but I believe there are at least a small handful of them in every draft class.

No. Not until the regular season starts.

No. The AI won't do anything until your team actually plays a game.
