Players that are in the final year of their contract. Do we still have an opportunity to renegotiate their contracts after the 2008 files are released, or do they become free agents immediately? Seems to me, during staff hiring, we can't negotiate contracts.

guys up @ 4yrs or less whose contract expires are restricted FA. You have exclusive negotiating rights until after TC

Over 4 years, the contracts are expired and anyone can offer contracts to these guys.
