For the teams out of the playoffs, here's a preview of who will be out there for the taking.
Quarterbacks

[ifl]Gene Hamilton[/ifl], Oakland, 5 yrs exp. - The top pick of the 2004 draft is looking for a huge payday. It'll most likely come from Oakland after they tag him this offseason, but if the price is too large, don't be surprised if Oakland looks at potential trade offers.
[ifl]Nigel Booker[/ifl], Houston, 9 yrs exp. - It'll be hard to believe if Booker doesn't get the franchise tag from the Renegades next season. Houston has made no attempt to resign him during the season, choosing to wait until he's tagged. Depending on how the season turns out, Houston will either lock him up long term, or trade him while he's still valuable.
[ifl]David Humphrey [/ifl] , Albuquerque, 6 yrs exp. - With the emergence of Donald Hanks, the Matadors seem ready to let Humphrey move on. Replaced as the starter 9 games into the season, Humphrey has posted a 29-13 record as a starter the last 3 seasons. He's not a quarterback that will win games with big numbers, but he knows how to keep from losing them. Should find a starter role somewhere.
[ifl]Manuel Willoughby[/ifl], Louisiana, 11 yrs exp. - Willoughby was 3-3 as a starter this season, winning half of the Voodoo's games this season. He'll generate some buzz this offseason as another backup or temporary starter.
[ifl]Doyle McClure[/ifl], Vermont, 9 yrs exp. - McClure hasn't been a starter since 2003, but he's still talented. He'll also be competing for the right kind of backup job this offseason.
[ifl]Jared Mulcahy[/ifl], Hartford, 10 yrs exp. - After looking like a potential hall of famer in 2003, Mulcahy has faded into obscurity as a backup for 4 different teams. The trend looks to continue next season as Mulcahy will most likely find a backup role with some team next year.
[ifl]Rocco Hooten[/ifl], Dakota, 15 yrs exp. - Was benched by Dakota 10 games into the season as they look to the future. If Hooten doesn't retire, he'll most likely be a solid backup for someone next season if the price is right.
[ifl]Lyman Shropshire[/ifl], Montreal, 15 yrs exp. - Another aging starter who will most likely find a backup role somewhere, Shropshire's immense signing bonus expires this season for the Firebirds and he'll most likely move on. He could still start, and might find a home with a team looking to groom a young starter like he did with [ifl]T.J. Fenkner[/ifl] this season.
[ifl]Billy Del Greco[/ifl], West Virgina, 6 yrs exp. - Hasn't won a game in 19 starts for the woeful Beasts. Del Greco would like to stay on board since it's his best chance at starting, but whether or not the Beasts bring him back or allow him to walk remains to be seen.

There doesn't look to be a lot of starter quality talent available this offseason for free agent signings. With the expected franchise taggings of Hamilto and Booker, David Humphrey may be the only real starter that will be looking to sign elsewhere. Teams better hope for a strong QB class in the draft or try to work something out with Oakland or Houston if they make their franchise guys available.
