I think there is a way to do this as I am in the USFL and it was done for the first season. It was determined though that it gives an unfair advantage as you can sim out and then start scouting the rookies over careers and such...

That was just the draft file Hatcher handed out Kcin, not the actual TCY game files.

I am not really sure if there is a way for this. Will look into it, but have not heard of a way.
Why is that? I got this from the FAQ on the solecismic site:
How do I transfer a saved game from one computer to another?
You need to take all the files from the "universe" directory of one installation, and place them in the "universe" directory of the second installation.
This will overwrite all the saved games from the second installation, so you should back these up first.
Do not replace the universe directory itself. This will force you to reinstall the game.
If you're saving box scores and game logs, you do not need to transfer these files (*.flg and *.fbx).
Is there another issue? It seems to me you can just zip it and post it. Installing it will replace saved games, but I wouldn't mind, I don't have any saved TCY games.

When the draft file is made, it adds all of those variables and changes some of the players ratings, right? So there would be no way to cheat by having the actual TCY files. Or am I wrong?
I just love following the players in college and then drafting them

It sure makes it pretty hard to cheat off of them. I need to test a couple things more in depth (as far as long term stuff, or in other words after a couple years) but yes it is somewhat random.
What I am doing for the Prospect Archive is I ran the college season ahead to create a draft file for it, one that is NOT being used for this league but is based on the same TCY game. I went back to the begining of the TCY season and have been simming as we go along.
When I write the Prospect Watch stuff, I have a test solo career saved right before FA. I can import the draft file and get a look at the players. You get a pretty different looking draft every time you do it. But I am trying to see who is usually near the top at each position when I write about them. Now, since our draft file will have the same players, things will come out pretty close, but not exact. We have already had 1 or 2 guys I wrote about go down with season ending injuries, and who knows if that will effect them or not.
So I do not think you can really cheat off of the draft files and may put it out when the college season is over. I have not decided yet though.
