So based on the helpfile I really should be playing California at the RE position to achieve an overload of the protection.

In the 3-4
RDE=RDT
WLB=RDE

from my perspective anyway, it's just a cosmetic change. so if you have a WLB with high PRT and no DT's, just run the 3-4
