Commishes: Is cap room a legit reason to trade back draft slots?

I have 3.30 and 3.32 and want to trade back into the 4th to save a little cap space. I believe this is a legit reason to make the trade but in the past trades of one draft pick for another with no offsetting value have been rejected. I just want to make sure something like 3.32 for 4.3 would be legal before doing so.

If LOU or TEX doesn't pop in front I'll be giving 3.32 to FRE for 4.3.

Unless 3 players, who are probably reaches at this point, come off the board quickly then I intend to use what's currently 3.32 to select in this draft since I've moved enough picks into the future at this time. If said 3 players are taken before me then I'd rather a future 3rd for 3.32 then using the draft power now.
