Am I offending a league rule?

D) After the regular season has concluded, only playoff teams will be allowed to sign free agents. However, playoff teams will only be allowed to sign free agents out of necessity and will not be able to sign any players recently cut by non-playoff teams. Any offending transactions will be immediately reversed.

I just tried to sign a kicker for kick-offs but not sure if he signed as I'm on the Mac OS right now. Anyway someone sent me a PM with the above ruling and I was unaware of the "necessity" part.

I'm guessing I'm gonna have to cut him before tomorrow's game but want to check. He's not a recent cut from another team and I was thinking of bringing in another K in the regular season but thought I needed the depth at other positions.

I think you're fine. I think the spirit of the rule is to prevent non playoff teams from picking guys up. As far as i'm concerned, if you feel you're weak at kickoffs, and you deem that a need, knock yourself out.
