It has always worked fine as far as I know.

I *think* the only downfall is that the game signs the free agent first, then cuts the player. That matters if you need the cap room to sign the FA in the first place.

I got the message that I didn't have enough cap room but since I'm not paying the potential new guy for the whole season (and was only short less than $50k) I believe my offer will still be valid since I do have enough cap room to pay his partial salary.
