One rule that I'm already adding is that teams must be under the cap by the end of the first part of free agency.
I read that wrong the first time. I at first thought you meant by FA-2. That's a little draconian, but by Late FA, is less so.
I'm not big big on league rules that alter in-game rules, so that's why I'm curious as to whether any new rules are going to be taken to a vote. They should be. Not only to get a consensus, but to make everyone aware of them, too. You can post them all day long but that doesn't mean people will be aware of them. But if they're asked to contribute an opinion, they will be much more in tune with whatever you're adding.
I'm not really sure what's draconian about preventing a possible catastrophe. How do you think we would handle a team losing a 3rd round pick they already used in the draft util? This is a real potential problem because we start the draft outside of the game before FA-1 is complete.
This would allow guys 13 stages to get under the cap. I'm not aware of any team in ImperialFL history actually being over the cap after FA 1, so this is a much smaller deal than you may think. Small, but necessary.
Trust me when I say that nothing major is going to change overnight. I've just outlined more things such as our duties as commissioners and everyone's duties as owners. I am also trying to make consequences for certain actions very clear. I would totally understand if there was a mutiny on the bounty if I made wholesale changes that affected guys who've been here for years. That's just not the case though.

I thought you meant by week two of FA. The end of week one. Not the end of the first part of FA.
