    I am being annoyed.

    I deactivated two players who are injured and activated replacements for these injuries. I also swapped activation for my backup QB.
    I made some minor changes based on the activation, and then exported the files. I click close and chose save and exit.

    Later,... I reentered the game. Now my backup QB switched the activation back to the original backup QB when I took over the team, and the two injured players are, again, activated with the two players I had activated now deactivated.

    My offensive and defensive game plan appears to be intact (or unchanged). The only thing that is changing are the players and the formation assignments associated with the players that had been activated.

    What am I doing wrong?

    Save and exit in MP won't do anything. You export your file but if you need to make changes, you will have to export again from scratch

      I honestly remember it working that way last time. (3 years ago).
      If I import from the server, will I get what I exported or do I have to wait until Hooper runs the sim?

            Yes, you gameplan has nothing to do till you export. Sometimes it remembers your lineup and sometimes it don't

              It seems like a (Unreported) bug. It sounds like a coding issue. It seems logical if a player i injured and is out for "weeks" then the coaching staff (AI) should activate and deactivate accordingly. If there isn't mechanism to choose this behavior then it should be something that is done automatically in which you can change if you wish to.

              The "save game" issue is little strange. You should be able to go in, make a change, save it, and then go back where you left off. The fact that the Game Plan does seem to save is fine. It would make it hard to micromanage if it didn't. The activation/deactivation is a little annoying, but it isn't as if you do that every week, so it is only a minor thing.

                A couple of points of clarification. Provided you export and don't have any issues that triggers AI action, your depth chart will not be changed. But keep in mind if a player is listed as doubtful, it means just that. And if that player cannot play, your depth chart logically would need to be adjusted, You can minimize (possible eliminate completely, but not sure how to verify that) the chance a doubtful player will be replaced by setting the "Use of Injured Players on Active Roster" to 9. So, there is a mechanism tp control this behavior. I keep my setting at 9 and never recall the game adjusting my depth chart. However, as I recently wrote in the USFL, buyer beware. Playing a doubtful player obviously risks a longer term injury.

                Keep in mind this option only takes effect when the sim is run. We still have the oddity of the game not saving active/inactive players upon exit as Rush mentioned.
