If you simply do not attempt to sign him, then he counts against your roster even though unsigned. If he goes all year that way we would be in next years draft I think. Although I;m not sure if that would happen that way since draft classes are imported, I have never checked that.

I would suggest you just cut the guy without signing him. That releases him into the FA pool.

Yeah, he still goes in the draft the next year even though the drafts are imported.
