The last patch, Jim put in a staff salary restriction. Basically your owner sets a limit for your staff salaries. This is based on how much money your team is bring from what I know.
Each team may have a different allowed amount, but it is not listed in the game anywhere. You will know if you are going over it when you are making offers. If you make an offer that will put you over what your owner wants to pay, then a box will pop up telling you, and tell you what the max you can offer is.My banner is bigger and prettier and cooler then yours.
